The Hill mentions Tom DeLay's new blog.

Can someone explain this part to me?

The site was developed and set to launch before the Nov. 7 elections, but the Republicans' heavy midterm losses prompted DeLay to alter the concept to "reflect the need for Republicans to change course."

After reading this paragraph about 10 times, I think the article's author conflated two independent events. But I'm still not sure.
