A story about one of the Dem candidates mentioned this:
Does anyone still believe this?She registered with the Texas Democratic Party to run for lieutenant governor, a position most political analysts consider the most powerful in Texas, because the officeholder presides over the Texas Senate and controls the legislative agenda.
Also, if a Democrat were to actually win Lt. Gov, I think there's a very high chance that the Lite Guv would have an office stripped of its customary (but not constitutional) powers. As in, not powerful at all.

I think it's still conventional wisdom, especially among journos (who, knowing everything already, are sometimes slow to react to change).
You should elaborate on your question (because it would be a good read, and because I'm a terribly lazy blogger these days). :)
